Safex-C.12 Failure 3609

Hi,

I'm having a really hard time to starting a C.12 controller. I'm constatly getting a 3609 failure.
What I tried so far.
Download with logic and completed wireing. -> ERROR
Download with logic and wireing removed (except power) -> ERROR
Download empty project with and without wireing. -> ERROR

It seems no matter what I try I always get an error.
Any help would be appreciated.
