Can we copy compact flash card of MLC L75 to other compact flash card with PC? We want to use crashed flash card as spare these cards not work with plc that clear it's. and need to clear it and copy new program to it.

Here is a docu describing the usage of HDD Raw Copy to backup & restore CF cards of MLC. When I used it years ago, it was Windows 7 and HDD Raw Copy v1.10 the current version is 1.20. You have to verify if the new version is still working.
